Oracle run apex.oracle.com on relatively modest hardware. A Dell 1950 with a couple of 2.33 GHz dual-core CPUs and 32Gb of RAM. That configuration puts it easily into scope of the cheaper Standard Edition Oracle, as long as you don't need any of the fancy Enterprise Edition features, options or packs.

So what can you do with that level of hardware ? That site services around 4 million page views a week. But when you talk about 'millions' the mental processes get blurred. 500,000 a day isn't much better. 20,000 an hour is closer. A crowd about the size of a small football stadium. Better still, go for 300 a minute or 5 page views a second. That's actually conservative and much closer to 3 million a week. And that is an average. Peaks would be higher.
